Sir,

I have the honour to inform you that I have

received today from His Majesty's Minister at Peking a copy

of a despatch in which, in connection with a Petition

addressed by some inhabitants of the New Territories to

the Chinese Authorities at Peking, Sir Ernest Satow has re-

ferred to the Secretary of State for Foreign Affairs the

question of the nationality of these inhabitants.

I have now sent to His Majesty's Minister a

copy of the report on the subject by the Law Officers of the

Crown which was enclosed in Mr. Chamberlain's despatch No.

226 addressed to my predecessor on the 10th.October, 1899.
